Purpose

We roast because we care.

CMCoE exists to embrace acquisition culture, constructively criticize acquisition systems, educate through humor, and preserve institutional sanity through memes.

The jokes are satire, parody, inside baseball, and cultural commentary. They are not attacks on private people, agencies, teams, contractors, lawyers, fiscal professionals, or anyone else trying to keep the machine moving with insufficient time and a spreadsheet named FINAL_v9_reallyfinal.

Institutional origin story

The clause matrix stared back.

CMCoE began, allegedly, when an exhausted contracting professional stared into a clause matrix long enough for the clause matrix to stare back.

What emerged was not policy, not reform, not a tiger team, and certainly not additional staffing. What emerged was a meme.

Finding 01

CMCoE loves the workforce.

The contracting officer, contract specialist, program manager, attorney, COR, and fiscal law survivor are not the punchline. They are the people absorbing impossible friction so the mission can move.

Finding 02

Systems are fair game.

Vague requirements, bad timelines, late funding, unowned decisions, and packages that arrive after COB with "should be easy" in the subject line may be roasted with appropriate documentation.

Audience

For the properly exhausted.

For people who have explained bona fide need more than once, watched Finance enter a liminal state, and learned that "final" means "currently being edited by six people."

Unofficial means unofficial.

CMCoE does not issue guidance, bless acquisition strategies, interpret the FAR, approve fiscal decisions, or certify that a raccoon understands your requirement.
