Memes Are Not Legal Review
A meme may identify the emotional truth of a procurement issue. It may not approve your acquisition strategy, bless your J&A, resolve a fiscal law question, or substitute for counsel.
Meme doctrine
CMCoE doctrine begins from the premise that acquisition humor works best when it understands the work well enough to be precise.
A meme may identify the emotional truth of a procurement issue. It may not approve your acquisition strategy, bless your J&A, resolve a fiscal law question, or substitute for counsel.
The comedy lives in unclear requirements, bad timelines, late funding, version control collapse, and institutional choreography. Private individuals are not the target.
The source selection did not succeed because the environment was reasonable. It succeeded because exhausted professionals kept the record coherent while the schedule attempted to leave the room.
A meme about work being stressful is fine. A meme about Section M being rewritten after the technical evaluation team has already built its spreadsheet is art.
CMCoE critiques systems because people deserve better systems. The tone is deadpan, not mean. The attorney has blessed the meme with comments.
No harassment, doxxing, hate speech, real-world callouts, or jokes built at the expense of vulnerable people. Roast the broken process, not the person trapped inside it.
Do not turn a bad day, a hard review, or a messy package into a public pile-on. Acquisition is already a contact sport conducted through email.
No procurement-sensitive, source-selection-sensitive, proprietary, classified, CUI, PII, or non-public acquisition strategy material. The acquisition void has acknowledged receipt, but legal has not.
The money has rules. The goblin enforces them. Purpose, time, and amount are not vibes, even when the requirement is wearing an urgent hat.
Not because the machine is kind. Because the mission still needs capability, the contractor still needs an answer, and someone has to make the record survive contact with reality.
Not because the world is perfect. Because the record is supportable, the risk is understood, and everyone has aged approximately four fiscal quarters since lunch.
