What happened
The National Transportation Safety Board's August 19 special notice announced an intended sole-source, firm-fixed-price contract to Stonelex C, LLC for parking services provided by ACE Parking in the garage co-located with NTSB headquarters at L'Enfant Plaza. The stated need is 135 spaces, including one reserved and 134 unreserved spaces, plus 20 chaser tickets for a 12-month period beginning approximately September 1.
The notice says ACE Parking is the only known company authorized to provide on-site parking at that location. A September 7 update made the justification for other than full and open competition available under FAR 13.501.
Why CMCoE cares
When the requirement is defined by immediate access to one building, location can narrow the practical market before price competition begins. The acquisition file still needs to document the operational need, the property-and-operator relationship, alternatives considered, and the basis for accepting a single source at renewal.
Regulatory fine print
The notice says ACE Parking is the only known company authorized to provide on-site parking in the co-located facility; it does not say ACE is the only parking provider in Washington. The September 7 action posted the justification after the original August 26 question deadline. The meme satirizes the location constraint, not the need for 24-hour accident-response access.
