Six days early was still too late for the contracting officer's inbox.
Casey's leaf-removal quotation reached the government's email system, then disappeared into quarantine.
What happened
GAO's October 14 Casey decision, publicly posted October 16, denied a protest over Rock Creek leaf removal. Casey emailed its quote July 23, six days before the July 29 deadline. The government's security system quarantined it as suspected phishing.
The contracting officer received 15 other quotes and awarded to Brann Services on August 11. Casey's quote finally reached the officer attached to a post-award debriefing request that day.
Why CMCoE cares
Under this solicitation, arrival at the government server did not establish receipt at the designated inbox.
Regulatory fine print
GAO found no systemic failure or deliberate exclusion. NPS said the officer did not know about the quarantine before award. One other quote arrived 27 minutes late but before award and was accepted because it would not delay the acquisition; Casey's post-award arrival could not use that exception.
